Can I refuse to pay DHL customs charge / refuse delivery?

    Should the buyer refuse the package due to import duties or taxes, the buyer takes full liability for all the costs involved in the process.
    I suspect it won't be a clear case of a full refund.

    Ask for a refund of VAT or Customs Duty if you:

    return your goods
    think you’ve been charged too much
    Download and fill in:

    form BOR 286 if Royal Mail or Parcelforce delivered the goods
    form C285 if a courier or freight company delivered the goods

    But for that, the OP needs to have the goods to send back himself. they are talking about not paying the charges so the order gets returned, and on the link you provided
    Any product returned without a RMA number will not be refunded.

    How does the OP get a RMA number onto a package he will never see??

    You can’t expect them to know every customers charge every country charges that they ship to. You are the importer that is your responsibility.

    One thing you should consider, is the risk that the package gets lost on its return journey. If that happens you lose everything. Normally when you return something you have the option of insuring it against loss or damage, which you can’t do if you simply refuse delivery.

    Is the company based in Hong Kong? How much would the phone be in this country? How much extra was you expecting to pay?

    To be honest given the value of the product and the risk of you not receiving anything I'd chalk it up to experience, pay the money and get the phone. Also never buy a phone from abroad again.

    They might well refund you but what will you do if they don't? They're based in Hong Kong and while I know little of their consumer laws I guarantee you they aren't as solid as those in the UK. Best case scenario you'll likely be down £50 anyway due to various fees removed from the refund.

    Did the £240 include postage and packing, since I believe that is included in the taxable amount.

    You parted with £240 on that basis and you're surprised you've hit problems?

    No they haven't it will be marked as $420 , but that will be picked up as US $ and not Singapore $ (or similar) which equates to £325.

    £325 x 20% = £65 + £18 (clearance fee) = £85

    By your argument you may have been overcharged by £19. Sounds like your peeved they didn't send it by post and you would have only paid £14 like I did for a similarly priced phone.

    You need to learn to take the rough with the smooth, sometimes you win sometimes you don't.

    You're not receiving it because you're refusing delivery. A bit different to "lost in transit"
