Strange Water Bill Question

I moved into a new house a few years ago. I wrote to the electric, gas and water company to give me details. All went well.
After a year we got a latter in the post "to the homeowner/occupier" asking if anyone was living here, so we filled out the details and sent the letter back again.
Heard nothing
Then about 18 month later we got a knock on the door from a water man, asking how long we'd lived here. Told him about 18 months ago, and he gave me another form to fill in with out details, which I did, and posted in their prepaid envelope.
Heard nothing.
Checking the bank account they're still not taking any money for supply or waste. I've told them now by phone, by email and by post, but they don't seem to want to send me a bill.
What should I do now? I'm at a loss.

Write a letter and send recorded delivery .
Do you have a water meter and did you take readings when moving in .0 -

Just a monthly charge for supply and another one for waste0 -

Have you been keeping the money to one side ready for when you get a bill?
I would write to their complaints department, that should get the ball rolling.Mortgage started 2020, aiming to clear it in 2026.0 -
Sorry for the appaling delay in responding.
I've done as suggested and written to complaints department - hopefully I'll hear something from them soon.
No water meter to take readings from anywhere.0 -
