complaint about bank charges

in Reclaim bank & credit card charges
hi,
just wanted to ask can a overdraft account be closed/sold off to debt agency if a complaint is open?

    Do note any complaints about unfair charges other than current financial hardship are largely doomed to failure since the 2009 supreme court win for the banks
