We have had several discussions on here recently about defects and how it affects a seller/ This is the table that shows the percentages and numbers you must not exceed:

The percentages for a small seller are the issue, for example Maximum percentage of transactions sent late 7%

remembering of course that in ebay land a seller is not actually judged on when an item was sent, but when courier or buyer claims it arrived.
