Flooding property from drain on road - please help!

The road outside my property has a drain in place. When it rains the surface water from the road goes into the drain but a large amount of water also runs off the large hill my house is at the foot of. Increasingly a huge amount of water pours through our garden wall and we have to use sand bags to divert the water away from our house. The local council say they don't need to do anything because the drain system is working as the road does not flood. What can I do???

    Options
    Put in a land drain/French drain to intercept the water off the hill. Logically your home was built after the hill existed so drainage should have been put in to cope with your scenario.

    The land owner of the hill should not be discharging water onto the highway so you should be speaking with them too.
