Yes, you must include the +1# on the end, it requires the whole string to work.
So, example, #pw+12345678910+1#
And, yes, there is a finite number, I haven’t dealt with such old phones for well over 10 years so don’t remember exactly. I think it was 3, but it may have been 5.

If you’ve used up those attempts then the only way to unlock it is by sending it to the network to unlock, which of its Virgin you may as well sling it in the bin (or stay with Virgin).....I spent 25 years in the mobile industry, from 1994 to 2019. Worked for indies as well as the big networks, in their stores also in contact centres. I also hold a degree in telecoms engineering so I like to think I know what I’m talking about 😂0

When did the networks ever have unlocking equipment?
It would officially need to be sent to (the old) Nokia for service. The OP could try their local unlocker/repair phone shop, if they still have their older software like the JAF Box they could reset and unlock it.
Problem is, to spend £10 to unlock a 15 year old phone that probably isn’t even worth £10 seems like a bit of a waste of money...
The modern equivalent would cost £4.99 plus a topup.

Actually that looks a very nice little phone, so will look into that further.
