Received ZZPPS letter to wrong address after paid PCN years ago

I have posted a few times on here, but this is a fairly unique case.

I received a PCN in 2015 by Ethical Parking Management and after a few debt collector letters, my mother (stupidly) paid them. I heard nothing since.

But yesterday my parents received a letter from ZZPS stating that I owed them money for the issued PCN in 2015. Firstly, this was paid and my mother has a record of this. Secondly, this was sent to the address the car was registered to in 2015, but has now been registered to my new address for the last year.

Why have I received this letter and do I contact Ethical and state that the 'debt' has been paid and I found the harassment completely unacceptable?

    The fact the car is registered at a new address is not something that a PPC is allowed to find out from the DVLA. They can only use the original data.

    Email the eejits and tell ZZPS that your new address is xxxxxx xxxxxxx and that the PCN was paid by an uninformed and intimidated relative in 2015, and the proof is attached. Tell them you are not intimidated but if they send ANY more letters to the old address you will make an immediate complaint to the Information Commissioner's Office for data misuse.

    Then if ZZPS write back telling you there was a second PCN, at least they will be writing to the right addy and your Mum won't go and pay. Come back when you get a reply (stick to THIS thread please, no new ones).

    There's no listing of Ethical any more on the BPA AOS list, and there's no evidence of them jumping ship to the IPC either. Gone .....

    So update. The only evidence my mother has of paying the PCN is her bank statement which was to a debt collector called Debt Recovery Plus for exactly 50p less than the amount ZZPS are claiming. Would you recommend contacting DPR and asking for information concerning this payment and reference numbers?

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

    Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    Hospital car parks and residential complex tickets have been especially mentioned.

    The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

    and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas.

    Yes send a SAR (Google it) by email and include their reference if the payment included it.

    Do not ring them, do not write to them like they are a normal fair company, no 'please'.

    I reckon your MUM paying something that was in your name (possibly with no reference quoted by her when rushing to pointlessly pay a scam) will mean DRP just took that money and never matched it up.

    She flushed her money (did she ACTUALLY think it was a good plan in life, to pay £160 to a flaming debt collector?) down the toilet IMHO. It's because of victims like her, that these firms exist.

    I have found myself in a similar situation. I have received two ZZPS letters in regards to a PCN from Ethical Parking Management in 2014! When issued with the PCN letter in 2014 I wrote directly to Ethical, with a template I found from this site. I never heard back from them.

    I am not the named driver, the letters are going to my Dad at his home address. He has not had the car for 3 years. From everything I have read it appears I should ignore these letters...?
