    Avis Budget Hertz Sixt Thrifty.
Do a comparison using carrentals and travelsupermarket.

Make sure you pick the car up and drop it off at Paphos Airport.

Have a look on the Paphos Forum on Trip Advisor. There are one or two good [and honest] local family run affairs you could try.

Driving is easy in Cyprus. But there's a lot of p*ss heads that get behind the wheel, many of whom are expats. Always expect the unexpected, so drive defensively. Make sure you know the correct routine in case of an accident.

Some of this might be of use...

I lived just outside Paphos for 3 years, just inland from Coral Bay in a place called Peyia.

Be careful about giving advice if you haven't been there.
Some of the providers are off site at the airport and may provide some... older cars.

It also depends on whether you are renting from the airport or Paphos itself.
Another thing to consider is whether one intends to explore Northern Cyprus, as the big names won't allow you to do so, according to their T&C.
In addition to this, some companies are flexible in their pricing. In other words, you can negotiate.

The one we used, as we wanted an automatic and the ability to drive in Northern Cyprus, was Petsas.
Though we didn't book via their website, as it was too expensive. But they agreed a reasonable all-in price on the ground.

Hertz is on the airport grounds, so should be fine. But obtain third party excess car hire insurance.
Skip the 'low cost' names unless you want an old car.

We have a holiday home in Tala, Paphos and have our own car, so haven't hired a car this century!!

However, folks with recent experience should be listened to as well as reading this thread ..
