Charge For Payment recieved

Hi there
Not even sure I'm in the right place, sorry!
I've only just come across this forum in the past week, I had my savings account arrested & have had £872.38 taken from me for council tax arrears. I missed the Charge For Payment as I wasn't around at the time. I've been served another Charge For Payment for £1073.40 & was wondering what I can do to stop another arrestment being made. I've read about various methods of applying for time to pay, but it's all new to me and I'm starting to panic! The original arrestment was a pain, but I had the money to cover it, now I don't have much! I am in full time employment so I could pay in instalments.
The Charge is from Walker Love, acting on behalf of West Dunbartonshire Council.
I realise I shouldn't have gotten myself into this situation in the first place, but I suffered a bereavement in 2009 & I was in a bad place for a while. Life has a habit of getting in the way of these things.
Thanks & please help!

No need to apologise, toysthatkill, as MSE Wendy has previously posted to explain that a duplicate thread is entirely acceptable on the CAB board

However, unfortunately the CAB advisers here are only addressing certain queries from England & Wales, and as you are in Scotland, they will not be able to offer much assistance.
Useful information can be found on the Citizens Advice self-help website www.adviceguide.org.uk or by calling the Citizens Advice Consumer Helpline (0845 4040506) or you could visit your local Scottish Citizens Advice Bureau which you can find at http://www.cas.org.uk/bureaux.0 -
Hi Toysthatkill, thank you for your query regarding charge for payment received.
Unfortunately we are only able to provide advice on English and Welsh law as the law in Scotland with regards to debt recovery is very different. I would suggest you seek advice from your local Citizens Advice Bureau or have a look on http://www.adviceguide.org.uk/scotland.htm for further information.
Hope this is of assistance.“Official CAB Representative
