For all the good advice etc. It is really all for people with money already and good credit rating.
Earning 40k and being turned down a 0% card for 2 years to pay off 4k should be easy (c. £200 a month). But no.

what does your FREE money saving expert credit report say?If It's Not Broke Dont Fix It !!

You need to ask yourself why you have persistent debt when earning £40K, because lenders do hence the declines.0

It's a minefield no matter what anyone tells you, the circumstances are endless and lenders make and change the rules, you can help yourself by making sure you have the basics covered:
Make sure your on the electoral roll
Check all your credit files
Make sure all your payments are up to date
etc etc etc0 -
OP do you actually have a question or did you just come here to vent?0

Back in October, OP posted in another thread that they had a bad credit rating and that paying back a credit card debt at a rate of up to £150 per month would be a stretch.
So that potentially answers the question about why lenders won't give a good BT deal - despite the irony that a good 0% BT deal would actually help OP to restore some financial order and be less of a lending risk.
I don't know your circumstances, OP but there must be, or must have been, something else financially crippling in your life to render you in this position whilst on a £40K wage.
Would you like to share just in case someone here can come up with a solution?0 -
Nothing crippling, just London living costs.
I stand by what I say, though, all deals are for people with good credit ratings etc. I've tried offering something that will clear a debt, but get ignored.0 -

In fairness to the OP a £40k salary might be very good in rural Wales but is pitiful in London.0
