Civil Enforcement Limited - Letter Before Claim (Wycombe Lido)

Need some assistance with this one. Hoping Coupon-mad et al are around...
I am the registered keeper of a lovely little car that CEL have issued an invoice against for some supposed action that took place in June. Unfortunately, I have no recollection of which of my siblings or cousins might have been driving the car that day.
Letter attached was received today. There may have been others but I suspect these were binned unopened, under the assumption of being junk mail. I realise not ideal.
No communication has been entered into with CEL prior to this post.
I presume this is the letter before claim but do correct me if I am mistaken. What I would like to know is what my next step, as keeper, should be?

It is not a Letter Before Claim.
It appears to be a letter before instructing debt collectors.
Post #4 of the NEWBIES FAQ sticky offers comprehensive guidance on how to deal with debt collectors letters.
Please do not bother to post debt collectors letters.
Post again if you ever receive a Letter of Claim or official court correspondence and you still need help after having read post #2 of the NEWBIES FAQ sticky thread.0 -
Thanks @KeithP

What a scary load of junk from CEL ????
This is not a letter before claim, it's a chase up letter
A REAL LBA must give you proof of their claim and
give you 30 days to respond
Do yourself a favour and read up about the crazy CEL
https://parking-prankster.blogspot.com/search?q=CEL
And because you will get idiot debt collector letters
which you ignore ..... read this.

CEL are simply scammers who are approved by the BPA0 -
Thanks bg. Will check the links out for sure.
Post 4 of the Newbie FAQ says just ignore, so I guess I will wait for some official court correspondence to show up!DEBT FREE AND LOVING LIFE0 -
Just to emphasise, 'ignore' does not mean 'throw away'.
Keep everything.
They have up to six years to pursue an alleged debt through the courts.0 -

Such junk letters you can ignore
They cannot send court papers until they have sent
an LBA which you can respond to
And forget all their rubbish about bailiffs, cost orders etc
as they are speaking out the hole where the sun
don't shine ....... that's CEL for you a BPA member scammer
The CCJ Myth and threats and lies told by debt
collectors and PPC's .. EXPOSED

I mean that letter you received shows they are scammers0 -
Glad it is not a letter before claim but rather a threatening letter to file under 'Ignore'.
However I am glad you posted it, what an education! I can imagine how utterly terrified some folks might be on receiving this, especially in an economic climate in which debt is a serious problem for many. It basically says: 'pay up or we'll ruin your whole flipping life'! Pure evil!
Good luck, looking forward to the day you win or the 6 years are up.0
