Charges for working as nhs pharmacy technician

Why do pharmacy technicians working for the nhs and already fully qualified have to pay the General Pharmaceutical Council £118 every year to do theyre job? Its a cost that has zero value , and is very recent. Can i reclaim these costs like you can for overalls etc in some jobs. Its an extremely unfair charge and is mandatory according to where i work in central belt of scotland. We already have pharmacists how monitor our production values and the council do not provide any direct support in the form of visits, indeed other than a yearly charge coming through my letterbox, i have had a costly few months and with 3 kids its the last thing i need!
