    The Cost of essentials up 3.7% in 2012 much faster than CPI inflation 2.8% RPI = 3.3% Families are left exposed and unprotected.     Regarding the NICS issue in the new state pension pre 1978.

    I have had a direct reply from Steve Webb MP Minister of State for Pensions that re-iterates what the DWP said earlier. Subsection 5 goes on to define further the pre-commencement qualifying years that will count towards the single –tier pension, as those defined in regulation 13(1) of the Social Security (Widow’s Benefit, Retirement Pension and Other Benefits) (Transitional) Regulations 1979 (SI 1979/643).

    It clarifies what the jargon actually means in a paragraph that says “This section provides for the pre-commencement qualifying years before 6th April 1978 to count towards the single–tier pension.”

    So ALL years do count and the Minister has confirmed this directly, can't get better than that I suppose. I know this will not effect those already receiving their state pension but it does effect anyone who collects the state pension after 6th April 2017 when the new pension is due to start.
