Mr. Hutton: The Armed Forces Pay Review Body submitted its report for 2009 to the Prime Minister and Secretary of State for Defence on 29 January 2009. The Government intend to make only one public sector pay award announcement this year and this will be made in due course.0 -

If you look at every previous document in that list, it states the above so this was the old award...They are referring to the increase of pay 08/09.0
