No heating or water

Hello all,
Recently, I moved into some student accommodation and every week or so we receive an email about a water and heating outage that will be upcoming in the next few days. These outages are usually for around 6-8 hours and are to do with some refurbishments that are taking place.
My question is if I am entitled to receive some sort of cashback on the rent I am paying as this has not just happened once but at least a few dozen times in the past few months.

No. If you want cashback, use an Amex card.
