shop managers when "harassed" by a shopper with a ticket , might look at the time allowed to park , sometimes a multi shop site with cafe , and look at the queues on the tills .

then they would not be able to be the legal owners of the vehicles , if you disagree with the DVLA divulging info , complain , HOWEVER in "theory"(private) only ATA members can get this , but in practice many hospitals and others use access via solisitors etc

All very well but that does not make good reading when companies within their system set out to scam people. Makes Capita a two edge sword and not credible0 -
Adding fees onto debts they might be pursuing by virtue of POFA - that is from the keeper (as opposed to the driver) - may mean that they fall foul of para 4(5) Sch 4 unless those fees were included in PE's NtK's but I don't see that mentioned anywhere (I have only skim-read most of this thread).
Presumably though the RK is only responsible for any charges incurred by the driver , ie by the t@c on the signage, irrespective of what is in the NtK ?0 -

I have no idea, and really don't care, if Capita want companies within their group like this, that is their problem.
Size ...... not interested how big they are, the old saying "the bigger they are the harder they fall" and Capita have not done themselves any favours getting involved with ripping off the public, bigger companies have failed for less0
