Dear Members
Sorry if this has been answered before.

I drove down a public road which PCM Ltd operate.


I drove down the road stopped with my car running got out to read the sign which says no parking. I then turned around to see someone taking a photo of my car.

I told them i am not parking and now moving and drove off. All this happening in a space of 30seconds which are also shown on the images on the PCM website.

When i received the fine i stupidly appealed saying I had to pull over as i was unwell to take something out of my boot and the car was running. Still also in the 30 second time frame.

My appeal was rejected what can i do now?

    Contact the council and ask if joseph ray road is an adopted highway or private.

    It looks like the highway but there are a lot of ppc signs up - but worth checking first.

    if it is part of the public highway what happens then?

    Also should i send to the IAS to appeal?
    I have read that they are a waste of time though.

    don't do anything immediatly, however answer this, who owns the road?

    I'm finding out with the council now and awaiting a response.

    What would that mean if it is or isnt?

    I have stupidly sent an appeal which of course was rejected, should i appeal to the IAS or just ignore now?

    So far in 2017 19043 tickets were issued and only 122 were taken to court , 0.64%!

    What shall i do?

    Calm down! Have you read the NEWBIES FAQ sticky? Lots of answers there about the IAS (check out post #3 in the sticky).

    This isn't a 'hey presto, answers on demand forum', but you will get help as you progress with this. Have you seen how many other threads we are dealing with, some just days away from court, who will obviously get some priority. You are nowhere near that stage.

    What has the council said?

    Im staying calm :-)

    I have won 2 in the past but this time I had stopped for 30 seconds even left the car running to read the sign and then drove off as i spotted someone taking photos.

    So Far:
    1- I received the letter in the post, my car is registered to a parent. I took the letter and appealed i had to pull over to get something out of my boot and went on my way. I appealed in my name was that wrong?

    2 - I received the rejection letter from PCM as i expected.

    3 - I have spoken to Network Rail who have actioned PCM to act on this land which is a normal road. And I am awaiting a response.

    4 - i have 5 days to pay the reduced cost of £60 otherwise it goes to £100

    5 - what should i do next?

    it doesnt appear to be a "public road" or a "normal road" , despite what you said (so NOT owned and run by the council) , more likely to be a private road covered by bylaws

    all you can do now is wait for 6 years and see if PCM issue an LBC or an MCOL

    in other words there is nothing else you can do , thay are calling the shots , not you
    5 - what should i do next?
    NOTHING !!
