Does this apply to Brokers fees?

I sometimes get hit by a £25 late payment fee by TD Waterhouse. They are an online broker that allows up to 10 days for settlement. Are they too restricted to only fining what it has actually cost them (the cost of sending a a letter - they charge debit interest anyway on overdue payments)?
