When requesting a replacement driving licence, (due to being lost) do you have to send in your passport too, to the DVLA? for proof ?

(for a Uk born citizen)

what alternative ways are there for showing that the applicant has a passport but WITHOUT submitting it in? Can the post office verify it, and show proof?

IIRC you put your passport number on the form and they can verify your ID from that
