Hello - I am a Newbie..

I have rear and read load of posts and have come to the conculsion i can not ignore as i once beleived.

I got a PCN from Smart Parking from Doncaster B and M - `The car was parked for an hour and a half. You used to be allowed 2 hours but this has changed apparently ( such i found out after this notice.)

However the date of the parking contravention was 17/ 02/ 18I recieved the letter today 19/03/18 - Its actually dated 15/03/18

I have read and lost a post that says they have 14 days to send a PCN to me if not displayed on the windshield - It wasnt - It was a lovely photograph in the post!!

My question is can i use the 14 day thing to appeal?

I have 2 weeks to pay £50 then its £90 plus £10.......

The rules changed recently but didnt find out till todayafter the postman came and I googled.. ( lots of outrage) -

    Why do people focus on the dates, when the entire NTK they posted to you, isn't worded under the POFA anyway, who cares about the dates?! The wording tells you they can only hold a driver liable!

    You just need to get the registered keeper (you?) to appeal using the template in the NEWBIES thread shown in my signature below. Nothing more or less, use the template appeal as rk.

    Forget the 14 days for now; the NTK wording is the issue, not only the date. This does NOT all need stating at first appeal but is already covered in the template in so many words.

    Because Smart do not use the POFA, you WIN at POPLA by appealing as rk!!

    PLEASE EDIT YOUR FIRST POST, IT SAYS WHO PARKED...!

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

    Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    Hospital car parks and residential complex tickets have been especially mentioned.

    The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

    and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas.
    You never know how far you can go until you go too far.
