PPI tax reclaim via self assessment

Recieved PPI refund Jan 2020 tax deducted by Cardiff Pinnacle (NRAM ) .The claim was admitted by NRAM on the 17th October 2019.
My situation:-
Non tax payer 18/19 tax year , but registered for PAYE with current employer - Gross Income £4000 /annum
Have to submit annual Self Assessment as receive income from commercial rental property - Gross Income £4500 /annum
So overall gross income for 18/19 tax year £8500
How do I proceed with claim : - ?
(1) My understanding is as I have to submit self assessment - I can't apply via form R40 ?
So the crunch question is :-
(2) Which self assessment do I include it into 18/19 or next year 19/20 tax year ? ( which means waiting 12 months ! )
Yes, I have already put in my 18/19 tax year self assessment ( but I can modify after 72 hours )

1). Correct
2). 2019:20. No idea why you think this means waiting 12 months. You can file your 2019:20 Self Assessment return on 6 April 2020, approx two and a half months from now. I suspect that will be a much quicker outcome than for someone who has to use an R40.
Bit confused what relevance the 2018:19 tax year has to any of this?0 -
Hi ' Dazed and Confused' thanks for your reply. The relevance of 18/19 tax year is I have to submit this by 31stJan2020 ( which I have a few days ago ) - also as the claim was proven in October 2019 - Oh !!!!!! just realized Oct 2019 is in 19/20 tax year - durrr ! Sorry for the confusion.
It is a surprise to me that I could submit 19/20 tax return from 6th April 2020 ! Sounds like I have ALWAYS been waiting until close to the last possible date before submitting tax returns - for the last 15 years ! ( hence my comment of waiting 12 months ie until near 31jan2021 ).
