Gluing cotton to wood - how to?

I have an old picture frame that I want to cover in cotton to turn it into a shabby chic style mirror frame. The frame is shaped such that I need to glue it to get the contours. How do I glue it without the glue bleeding through to the front? I don't want it to have a varnished look. I'm assuming PVA is the glue to use? I have also thought of using double sided sticky tape instead but don't know if that is durable enough, I don't want it to become unstuck over time.

Any ideas or experience in this crafty niche you could share?
