That is now out of date.
You need to refer to the Data Protection Act 2018 (twice).
They no longer have forty days - now it's one month.

I have to send it to UKPC as well as my landlord HA and managing agency.

Just not sure who to address it to and whether I can email it or post it.

Probably post them, and take them to the PO for a FREE certificate of posting. NOT signed-for.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Why is that? Will that still be a proof of posting?

And do I address it to anyone in particular?

Sorry for all the silly questions. I!!!8217;m not very good at this :(

I was just looking through my tenancy agreement again.
There is 2 parts: 1.POT which I had to sign and 2. General T&C booklet.
In part 1 there is column: Description of premises which states
    Parking space - No.

And in the booklet it says that you can only park if you have the permit and must comply with any rules advised by car parking controls.
Now I!!!8217;m worried that I can!!!8217;t fight this as I signed the agreement that says no parking provided.
I was promised the permit in words :(

To stop them NOT signing for it! Yes, a certificate of posting IS proof, and is deemed delivered 2 working days later.

    Put:

Subject Access Request - urgent - FTAO your Data Manager
I was promised the permit in words
Who by? Ask in the SAR to that company, for ALL file notes and data held internally, about the permit that was promised.

It was the neighbourhood manager. I have spoken to him on the phone about it after I!!!8217;ve moved in but he was never to be reached on the landline. He always called me from private number. I have emails I sent to him after few months which he never responded to but called me instead.

Should I mention his name in SAR?

Yes, ask specifically for all data held regarding the agreement to provide your household with a permit, including - but not limited to - notes of phone calls made by xxxxx xxxxxx the Neighbourhood Manager.
