Does anyone else think this has just been stalling tactics for whatever reason?

Since they have to pay more interest the longer your complaint is drawn out, there is no reason for "stalling tactics".

The Banks only actually employed "stalling tactics" back when their court case about charges was pending (around 2009).

There are no such legalities pending now.
