Fixtures and Fittings in Council Tax Valuation

I suspect my house should be in a lower Council Tax band.
The current Banding is based on a house sale in 1991, but I suspect the price paid included fixtures and fittings which do not count against the Banding price.
How can I find out if an element of the Sale price was for Fixtures and Fittings?

The value of fittings are ignored. The value of fixtures are not.
