    Not too late. It work for pay monthly too but obviously you don't get the discount.

    Has no-one ever challenged why the rating system is based on a best guess property value rather than on the ability to pay based on yearly income?

    Earn more = pay more
    Earn Less = pay less

    Could be because it’s a property tax, not based on income?
    How about different levels of VAT based on income? Petrol tax, tv licence, etc. might be tricky to administer.

    Then it becomes just income tax and loses all connection to local services and how they're provided.
