What insurers issue Green Card for Belarus and Russia?

Hi,
Is it possible to buy just the Green Card in the UK whose cover includes Belarus and Russia? I have thorough comprehensive cover for UK and EU but my insurer refuses to extend even third-party cover for Belarus and Russia.
The only place I found is HIC Insurance but unfortunately they cannot issue me one. Are there any others?
