Tax Credits Renewal

Today I have received a letter from HMRC with a Tax Credits annual review for year ending 05/04/2019, then underneath it says "Your tax credits award for 04/04/2018 to 26/07/2018.
There is a form I have to fill in with my income details.

Now I received working tax credits in 2014-2015 as I started a new low paid job after being unemployed for a few years. The following year they reviewed it themselves and said I'd been overpaid and I owed them money and I have not received any money from them ever since.

Why are they now sending me this? I've never been sent this form before asking for details of my income, it's HMRC surely they know what I earn.

Can I just ignore this? How can I have been overpaid last year when I have not received anything for the last four years?

    If you never closed your claim it's been running without you getting any money because your income is too high. Any debt if not paid is carried on each year so no you can't ignore it.
