Can you paint floor insulation boards?

My Housing Association have just fitted floor insulation boards. They are "floating" and have been glued together.
As my budget for flooring is MINIMAL, I was wondering if there's any way these boards can be painted and if so, with what?
If they can be painted, it would need to give a waterproof covering as I have dogs who occasionally have "accidents".

Not available. From memory you need to get a shareable link from the photo. If you've got gmail try google drive.0
