We've just had a water meter installed. We have used no water since the meter was installed as we havnt been at the property.

The water company asked for a reading. Ive just read it and its showing 000031.

1) Why is it not 000000? Is it usual to have a new meter not be exactly at 0?

2) Is this 31 units? How much is this going to be? (South West Water)

Thanks

You don't count the red numbers even if they go up to 999 - only read the white or black ones unless your meter is electronic

    see here http://www.anglianwater.co.uk/household/water-meters/how-to-read.aspx

If your meter doesn't look like these then go onto your suppliers website to see what sort of meter they are using and for info on how to read it properly.
Never under estimate the power of stupid people in large numbers

they test meters at the factory, so its its reading 00000.33 that sounds normal

When they install it, they should log the reading: that will be your start point, whether zero or not.

they will log the reading as zero as mentioned they don't count the red digits , i doubt 33 litres will make much of a difference to the bill
