gaming pc on a tight budget

my fourteen year old wants a gaming pc, he has been saving for a while and has about 400 though we can add to it if nescessary about 100. we dont need a moniter and a cheap key board is fine. we just need a good mouse with it
he wants a desktop not a laptop
main game he plays is league of legends recommended specs are
3 GHz processor
2 GB of RAM (4 GB of RAM for Windows Vista and higher)
12 GB available hard disk space
Nvidia GeForce 8800/AMD Radeon HD 5670 or equivalent video card (Dedicated GPU with 512MB or higher Video Memory(VRAM))
Support for DirectX v9.0c or better.
Windows XP SP3, Windows Vista, Windows 7, Windows 8.1, or Windows 10 with the latest service pack installed
The latest update to .NET Framework from Microsoft
The latest version of Adobe AIR is required to connect to PVP.net. Adobe AIR is included with all League of Legends setup files, but can also be downloaded from Adobe's website.
is this totally unobtainable on his budget or is it doable

this is what my son has and for a gold live thing go to CDkeys .com as they are the cheapest and have some good offers onSpending my time reading how to fix PC's,instead of looking at Facebook.0 -

The lower end gaming PC's from custom builders like pcspecialist, novatech, chillblast etc usually start around the £500 mark and easily cover those required specs, so yes I'd say it's very doable. It'd probably be wise to manage his expectations when it comes to the PC's ability to play the latest games though.0

thanks for all the help, at the moment all he really does is the internet and league of legends. he is autistic so tends to stick to what he knows. we can always upgrade the components in a couple of years if he needs more0

I don't normally reply to these "which PC should I buy" questions as I don't keep up with these things. Buuut...
The system requirements you've listed are really quite basic. If you went into a shop and asked for a "gaming PC", anything they'd offer would probably be overkill for what you need. And cost a lot more than £400 or £500!
Of course, it's worth getting a "fast" machine (so it's not irritating to use), and providing for a bit of "future-proofing". But the nVidia GeForce 8800 is quite old, so any half-decent (or even quarter-decent!) card will do. And only 4GB RAM is probably the lowest that you'll see any mainstream PC being sold with.
I randomly plucked this from the Scan website, and it should be much faster than you need, but it blows your max. £500 budget:

I've had a quick look at a few cheaper PCs, but it seems that spending a bit less gets you significantly less performance. But I only looked for a few minutes.

The graphics card is basic, but exceeds your requirements. Here are some comments of it in a review:Truly, the card isn’t made for intense gaming, and one might think that we should be thankful enough that we could even play MOBA games on it, even at 2560 x 1440 by a stretch at League of Legends.
So, it looks like it will cope with League of Legends in ultra-high resolution (beyond the capabilities of your monitor unless you have an expensive new one).
