Extreme admin charges from FlyBe

If you don't take a flight, you are entitled to claim the tax unpaid by the airline. I set about claiming the tax back and got this in return this morning:
Dear Tuskar_Rock
With reference to your request for refund of taxes. Flybe charge an administration fee of £25 per person, per sector [that's flight leg].
As your taxes total £52.50 per person, this would be subject to an admin. fee of £50 per person, leaving a balance to refund of £2.50 per person.
Please be advised we have today refunded £2.50 back onto the card that made the original payment.
Please allow 3 – 5 working days for it to clear.

I Agree i am currently in the process of claiming the tax back from jet2.com on the website it says the admin fee for this is £40!
