VAT on Goods for the EU and Brexit

Assuming Theresa May's package bar Irish changes goes through what is the situation if I purchase goods from the EU paying 20% VAT now with delivery post 31 Oct.

Obviously, I dont want to pay double VAT nor get embroiled in a bureaucratic mess.

    Assuming (some version of) The Deal goes through (a big assumption) there is a "transition period" until at least December 2020 during which Britain remains for all practical purposes an EU member, just one with no voting rights. So nothing changes in the 31st with regards to imports, VAT etc

    Obviously if we leave with no deal on the 31st all bets are off.
