  Its DLA and only for the mobility issues he gets.
  Are we claiming too much? We have told all the information to HMRC and I have telephoned them and informed them as things have changed (my hours).
  I will call HMRC in the morning, this is all a minefield

  I would start with your partner ringing ESA to ask what exactly their claim is, part of it is Contributions based but you need to check that part of it isn't income related.
  

  I wouldn't advise ringing HMRC for benefit advice, you'll need a benefits adviser for that.

You need to check with HMRC if your already qualify for WTC. 

  In which case possibly incorrect that WTC were stopped when hours dropped from 24 to 21 and OP's original question, which is based on premise that hours of work needs be increased, is irrelevant.

  Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.

  Yes, it sounds like HMRC were incorrect to stop the WTC when the hours change occurred. If he is on DLA - then he is classed as incapacitated and so the OP only needs to work 16 hours for WTC.
