Anyone know much about cladding? And regulations after Grenfell?

I am to buy a leasehold new build flat 11 floors and I have just found out today that it was built in Oct 2017. I am a bit annoyed at myself not having found this out sooner as I could have gotten a bigger discount on my flat had I known they have been selling for 3 years....

Anyhow, June 2017 was when Grenfell happened and Dec 2018 was when new regulations were instated that high rises must have safe cladding.

My questions are:

1) Does the regulation back date?  I.e. My building was built before the Dec 18 cut off, but assuming the regulation back dates, it means that since then they would have had to make sure the building is fire-proof. This would make sense to me.

2) Is there something I can ask from the developers, like a fire certificate or something which can give me some assurance? I don't want to move in and then be faced with a high maintenance cost bill.

3) I am not getting a Homebuyers Report done on the property, but rather getting a snagging survey done, so this will not pick up on large fire safety issues. However after finding out that the building was built in 2017, would it be wise to get a Homebuyers Report survey do you think?

    Is this a cash purchase? Bear in mind lenders have concerns about anything with cladding, so you'll need to ensure they're satisfied. Yes, there are relatively "standard" forms of certificate which developers will know about. Plenty of other relevant threads here and on the Mortgages board if you want to search. I doubt a Homebuyers Report will help you much about cladding other than telling you to get specialist advice about it.

    I am going through mortgage. I don't even know if my building has cladding. I just want to make sure it is up to fire safety standards. I'll speak to my solicitor and then get something from the developers

    Thank you, I don't know much abut EWS1, so I'll start researching it now!

    But surely after 1.5 years of the regulation being in place, there should not be many flats left with significant fire hazards? But that might just be me being naive.

    There shouldn't be many left, but there are. Many many many. The requirements are backdated yes, but they are not easy or cheap tasks, and many haven't been completed yet unfortunately. 

    Your mortgage lender will absolutely ask about this and they will want proof that fire safety inspections have been carried out, and the necessary works completed. If they are not satisfied, they will not give you the mortgage. A sure way to find out the answers to your questions.

    Maybe not, but there are some, and you (and your lender) will want satisfactory reassurance that this isn't one of them.

    Have you viewed it? You woulf be able to see if it has cladding all over the walls.

    You can ask for copies of their fire assessment.

    If you buy it as is and find out later they need to do major reworking to meet latest fire regs, you'll still have to pay your share towards those costs. Be very careful, ask the management company or freeholders for exact details of what is or isn't required.

    Oh I see, so the lender will satisfy themselves too that will give me some assurance. I have viewed the place but I am not sure what cladding really looks like, but I will look it up and make sure to look next time. I am planning to go down there to have another look.

    Btw, do you guys think it is odd that this apartment hasn't sold after nearly 3 years? It's not just this one, there are a few others remaining. I might ask them that as well,
