I know I've posted on this subject before, but this needs to be corrected. It is certainly not a case of backhanders. Tesco wouldn't even bother. But there is a good reason most of their 'indiscretions' don't end up in court.
Local authorities have limited budgets, especially in these days of austerity. This applies to their legal resources in particular, where much of the work is outsourced. Companies like Tesco have bottomless resources, so they have been known to simply appeal at every level, knowing the councils rack up huge legal bills. They can't take that chance, so cautions or warnings are the usual outcome.
I was a TSO for 25 years and saw many solid cases fail to get to court against big companies. Managers are scared to death of blowing the budget in one go. Once a case gets beyond the Magistrates court, barristers get involved and don't come cheap.
I do agree about their miserable staff though. Tesco are way behind other supermarkets on customer service.

Don't settle for anything cheapskate. They can afford it, even if you choose the lobster!:D
