Even though the cheque guarantee system has closed down, deaf, (and everybody else) can pay most bills online with a bank account or debit card.
They have also the option of paying by cheque through the post (no guarantee card required).
The RNID (now renamed Action on Hearing Loss) estimate that one in seven of the UK population has a hearing loss so that is a huge number of folks who cannot pay over the phone and will wish to use cheques. :mad:
