PAC Code and CPW

i have just asked for a PAC code from CarPhoneWarehouse, only to be told, they have to send out a letter to me to sign and then when i return it, they will send me my PAC code to my mobile.
the reason was that this is now standard practise by all networks.

is the person i talked to taking the p***
is the letter likely to turn up or is this just another delaying tactic?

Just bought 2 new contract phones through CPW.
My wife was on Orange PAYG - phoned, got the PAC through a text 5 seconds after hanging up. Passed it onto 3 and have had the number transferred today (1 week after receiving phone!)
I'm on Fresh PAYG. Phoned CPW - was told that it would take 2 weeks as they are transferring departments to India and were experiencing 'difficulties'. I was told I would get a letter - I presumed this will be the PAC code. It had better not be just a letter to sign!
I emailed CPW after the first call to ask them why it was so long. After a further email, I recieved a reply. as below.
"Thank you for your email regarding your PAC query. Please accept my apologies for the delay in the response to you.

Carphone Warehouse has procedures that take upto 14 working days to produce a PAC number. Orange may have different procedures that allow a PAC number to be supplied easier.

I hope this information is of assistance to you.
