I thought this was interesting from the Ebay boards, especially the part about re-introducing a warning period:

Of course we don't get everything right. Overseeing a site like as big, complex and fast-changing as this is a challenge, and inevitably not all our changes are perfect first time.
On the subject of SNP, the first sellers who were restricted as part of the tougher sanctions are coming to the end of their restriction period. Some have been suspended permanently, some have had their restrictions lifted. Having studied this first 'wave' we'll make some tweaks to the way the programme works - most importantly, we'll re-introduce a warning period rather than continuing with immediate restrictions.

As far as I can see from previous examples, feedback from buying transactions does not count in the SNP calculations - only feedback received from selling transactions.
It's a very diplomatic statement from the Dicky the Pink, but whoever it was worded, it was always going to say "We've made a balls up, so we're making a U turn."
It's little consolation for those "dolphins" that have been caught over the last few weeks, and have lost their income and reputation.<--- Nothing to see here - move along --->0 -
