Cashback offer not received. Who is liable, Supplier or Manufacturer?

I bought a major brand laptop PC from a leading UK based supplier of "Computer Parts, Components, Laptop Computer Parts, Desktop Computers and Notebooks" who sell via the web and a printed mail order catalogue which they published and mail to customers on a regular basis. I bought via the web.
I was looking for a new laptop and in the end picked one. A major factor was the price compared with alternatives offered by other suppliers and/or manufacturers. However, part of the deal advertised by the supplier was a manufacturer's £50 cashback offer. The requirement was to apply to the manufacturer, after purchase, using a specific downloadable form from the manufacturer’s website, including proof of purchase, within a specific timescale.
I bought the laptop, sent off the cashback request within the required period, following the instructions to the letter.
I received an email saying my cashback request had been received and processed and that I would receive a cheque within 28 days.
It is now well over that period now, almost 56 days, and I have not received a cheque. I have been in contact with the senders of the email, who I thought were the manufacturers, but it turns out they were only agents for them. They say that they have not yet received funds from the manufacturer. I have been in regular contact with them now for a couple of weeks but they have still not received the funds.
In view of this I contacted the supplier and said that I was dissatisfied as one of the advertised parts of their deal was not forthcoming and that the laptop was missold that I wanted to return the laptop and obtain a full refund.
They have declined saying that I must take this up with the manufacturer. They say that a cashback offer is not there responsibility.
Are they right? Under the Sale of Goods Act or other Consumer Legislation have I any rights against the supplier or is my fight with the manufacturer?
I await comments with interest.

I am sorry to hear you are having a problem with getting the cashback cheque.
If the laptop is faulty and they retailer advertised X time manufacturer's warranty, then you take it back to them to sort you out, not the manufacturer. I am not sure how this will apply to the cashback deal.
As far as I know, your contract is with the retailer, not the manufacturer.
