Problem with Thomas Cook

Hi guys
My friend has just booked our holiday to Cancun and was quoted £1802 for two weeks staying in a particular hotel. After agreeing and booking up, Thomas Cook have rang him about an hour later saying they quoted him the price for the wrong hotel and the actual cost was £2044, upon which he paid the difference. Are they within their rights to do this or am I right in thinking that we can challenge this as it was their mistake?
