paypal 21 day holding money

can someone tell what this is about and who it applies too.
a friend was today told send the item wait for positive feedback then you will receive your money.
the friend is new to ebay less than 20 FB but has sold other bits and pieces without this problem.
i for one will remove paypal when selling if it affects me.
i have read a few threads with some info cant find why and when this new rule applies.

It is for high risk transactions, so transactions that are generally prone to chargebacks.

I don't know of they are specifically targetting goods. It looks like it is sellers and goods. I'd guess the higher risk goods would be things like ipods, mobile phones, games consoles and items that have a high amount of fakes, other items are likely to be included too, depending on the seller..0
