Can I Block A Current Bidder From Making More Bids

I have just received an opening bid on an item from a bidder with lets say a chequered history. Very low feedback rating and history of non payment.
Is it possible to add the bidder to my blocked list to stop him bidding again if he is outbid, or is it too late as he has already bid?
Also whilst on the subject is it possible via preferences to block bids from buyers with below a certain feedback score. I have blocked buyers with minus ratings but can I do the same and block buyers below a certain % criteria of my choice.
Would appreciate views on both questions. Thanking you all in advance

Yes you can certainly block a current bidder from bidding again.
Although you shouldn't, you could even remove the current bid if you want. The bidder won't be able to do much. Any complaint the bidder makes to ebay will probably be answered along the lines of 'sellers are free to choose who they wish to trade with'.
It's not possible to set up criteria of your own to block bidders, only the options pre-set by ebay which you appear to use. I'm a bit worried by this. if you are selling worldwide why not just add all the shipping costs to the listing? Many buyers will still just assume seller will send at cost, so if you wait until auction end and then send an invoice you are bound to run into a buyer who will just neg you and move on.

Thanks Soolin I thought I may be doing it wrong. I have been ticking the countries in the listing that I am happy to send to but putting the following message in the description: " Please contact me before if you live outside the UK in order to confirm postage costs. Please note that postage costs stated are for within the uk only".
It has been working quite well with me answering the queries as they come in and posting question and answer on listing. However the Russian example just bid straight off which that coupled with your advice perhaps has shown this system to be unwise. Thanks for your views.0
