Darcy, in my experience you should wait to apply for any card (except perhaps the Easykard Credit Rebuilder) until all the Defaults are clearly satisfied.

I know it can be frustrating, and one gets impatient when one is trying one's utmost to make good past mistakes, but defaults are like the plague.

For the sake of a couple more months, you might find more luck in your application next time.

what happens when you satisfy everything justy and its marked satisfied does anything change if so what as in decisions
