Is offering Paypal compulsory or not?

I am confused as I thought EBay had brought in a new rule recently that sellers had to offer Paypal as a payment method now!!! Have I misunderstood this or are there exceptions to this rule with some sellers?!!
I have just found a seller who has something I am watching but only accepts other methods, and being potentially a lot of money and a bad experience a few months ago paying by check, I would be reluctant to bid on it without Paypal protection!!

Ah thanks soolin. This was an established seller so explains why they didn't have it as an option yet.
