advise about a non performing seller needed please!

on 6th may i won an item for £5 which was worth at least £100. it was collection only and the seller lives in the same town as me.
i have e-mailed him a few times to arrange collection and tried phoning him, but now reply/answer. obviously he doesnt want to sell at that price.
my question is how do i report him as a non performing seller? i can only find the option to report item not received, is this what i do?
also, should i pay via paypal so that he cant report me as a non-paying bidder - even though the auction was collection only?

he could, but i very much doubt it. he only has 2 feedbacks which doesnt fill me with confidence.
i have to wait until day 10 to do anything so that is plenty of time for him to get in contact.0 -

Firstly get the contact details from ebay and give the seller a call. If that doesn't work or gets no results then wait until day 8 and look to make a NPS complaint. thanks everyone, his phone no. was given in the auction but he's not answering. do you think i should pay for the item in case he tries to report me as a non paying bidder?0

It's a bit unusual for someone to put their phone number on a listing unless they want people to ring them up and make an offer off ebay. If that's so, it may have been sold to someone else already.
What's your gut feeling to the listing? Was he explicitly asking people to ring him?My TV is broken!
Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -

'retail for about £2.50 each pack i can post but would perferre for u to pick them up i have over 3000 packs and i have sold over 5000 on the car boot £150 per pack so grab youre self a bargan with no reserve any questions please ring john 078******* may sell in bulk'
the auction i won was for 100 of the items, it sounds like he has lots of the items so even if he had sold off ebay he should still have another lot to sell to me.
i just think that he didnt get the price he wanted for them0 -
