Is There a Problem with Paypal?

Have been unable to pay anyone by paypal for two days now since every time the system takes me into paypal it is asking me to update my card.
My cards - one a credit card, one a debit card - are both fully up-to-date.
I took them both out and reloaded them.
Still doing the same thing.
Is there a problem with the system or what?

I paid for something Thursday night without problem, but haven't used it since except to receive payments.

Ok so FOUR days paypal has been playing up.
Then I discovered I could go into paypal and pay someone from ebay but if I try to go via ebay to paypal I got that silly message again!

have you tried contacted Paypal with this issue?Information - never enough, questions - always too many, decisions - not always the best
