Bidder From Austrailia Cannot Bid

I have recently changed my settings to allow bids from outside the uk. However i have had a message from a potential bidder from Austrailia who states that everytime he attempts to bid he is being restricted due to his location. Any ideas how I can ensure that his bid will be accepted so i can then message him and let him know? Thanks

Thanks I originally changed during the item listing when the guy stated he wanted to bid but im sure i applied the change to existing listing. Anyway he still could not bid and the item finished with no bids. I then relisted and contacted potential buyer who tried to bid and still could not!!

Have you blocked something else that may apply to him?

Eg. no credit card on file
No paypal account
Etc?
