Re-opening accounts with old CC providers

Generally, how do credit card companies treat customers who used their card in the past, cancelled it when the promotional rates ended and then, many months later, re-apply for the same card? Will they flatly reject it on the grounds they're unlikely to make much money out of such a customer?

It doesn't seem to be a problem with most providers, although there is one notable exception.
Nationwide will not give you a 0% offer if you have previously enjoyed such an offer with them. I understand they'll still give you the card though.0
