Rising fuel costs /business expenses

I'm rather fed up with the huge increases in fuel costs and not getting any increase in mileage allowance from my employers. I know anything above 40p we would have to pay tax on but even so that would be a better option in my opinion.
Myself and my colleagues are trying to make a case to our company to get an increase - what would really help is if anyone knew when Inland Revenue set the 40p per mile tax free amount. Then I would like to find out how much petrol cost in those dark and distant days.
also the 40p is supposed to cover running costs/maintencance/depreciation so understanding the inflation increase/price index since then would be another useful argument to use.
Does anyone know the answers? Or has anyone approached their employers and managed to get an increase.
Thanks in advance for anything that might help
